Under Law 21/1991 on Romanian Citizenship, applicants under Articles 10 and 11 (citizenship by descent) must demonstrate an adequate command of the Romanian language.
This requirement is fulfilled by obtaining the Romanian Language Certificate – Level B1, issued exclusively by accredited Romanian institutions.

Beginning March 2026, all applicants who submitted citizenship files after March 2025 must include a valid B1 certificate.
Without this certificate, ANC will reject the application after 14 March 2026.
